The Tennessee Board of Education has decided to postpone revising the promotion and retention rule, which impacts the state’s fourth graders. It will be placed back on the agenda in March. This hearing came after data was presented to the board about 1,082 students who were promoted to the fourth grade and required tutoring. To go to the next grade, students must meet adequate growth on the TCAP Achievement test. The metric was set that the lower a student scored in the third grade the more they must grow their achievement in the fourth grade. Revisions were made between the first and final reading to clarify how adequate growth is determined for students whose individual growth target is less than 1%, according to the Tennessee Board of Education.
